Responsible Use of Public Offices and State Resources in the Light of the Prophetic Teachings ﷺ: A Seerah-Based Analytical Study

Abstract

The Holy Prophet Muhammad ﷺ presented a comprehensive and divinely guided model of governance that transformed an unjust and fragmented society into a balanced, ethical, and welfare-oriented state. His teachings laid down universal principles regarding the responsible use of public offices and state resources, emphasizing accountability, justice, transparency, and public welfare. Unlike worldly political systems driven by personal or group interests, the Prophetic model was free from selfish motives and firmly rooted in divine guidance (Wahi). This study aims to explore the concept of responsible governance, administrative integrity, and ethical leadership in the light of the Seerah of the Holy Prophet ﷺ. It highlights how the Prophet ﷺ, as the head of the first Islamic state, personally supervised administrative, judicial, military, and economic affairs while ensuring justice, protection of rights, and moral discipline. The research further examines how Prophetic teachings provide timeless guidance for contemporary Muslim states in preventing corruption, misuse of authority, and injustice, thereby establishing a just and welfare-based society.
